The section formerly known as Estates has had a number of Managers. To mention briefly, Mr. Grimes was the first to head the department followed by Mr. Gitonga Mwaniki, Mr. Daniel Oriko, Prof. P. M. Syagga (acting), Mr. Riungu, Mrs. Sarah Ngugi, Mr. Thita. Mr Ogutu the Head of the Section now referred to as Properties and Utilities Management.
In 1980's the Housing and Maintenance sections were merged to form the Estates Department and the Capital works remained on its own.
In the mid-2000s, the Housing and Maintenance as a department was separated whereby Estates Department became a department on its own and Construction and Maintenance formed another department. Despite the separation, the departments work together due to their nature of functions.
